-
- VK2 DIV. PRESEIDENT'S MESSAGE
-
- This is Michael Corbin, VK2PFQ.
-
- Again not a lot to report this week, so I'll take this opportunity to
- put an idea to you. What about a members forum. What's a members
- forum you ask, well it's simply the process whereby members are able
- to address council at a council meeting. It's where you can put
- those ideas, even criticism, before council. Most City Councils have
- time set aside on open council meeting nights, so that
- ratepayers...... usually irate ones....but not always, can put before
- council their thoughts, grips, opinions, on....Anything.
-
- The rules are simple......three minutes is allowed to put your case,
- no Councillor can or will answer questions and speakers are required
- to conduct themselves with due decorum. If you think this sort of
- thing has a place in Institute affairs, then please avail yourself of
- the opportunity at our next Council meeting. That's Friday 11th
- November at 7.30p.m., all members are invited to attend.
-
- The other matter is.... those Memorandums & Articles of Association,
- which badly need rewriting. To this end. I am asking for volunteers.
- Much has been spoken in the past on these M. and As. and I would
- like to get their revision on the way. As with NTAC, the best way,
- I believe, to achieve this, is to form a Committee. Instead of
- picking people, I am asking for a group from amongst members, who
- want to help. A group who genuinely WANT to do the job....NOT a
- group, who have been coerced into doing the job. If you feel that you
- fill the bill,....then, give me a call.
-
- You'll recall last week that I asked for someone to make their
- station available for Howard W6AXX. If you were not in tune last
- week, Howard is coming over here for a short holiday and he wants to
- have the use of a station for the first 24 hrs of the WW DX SSB
- contest. David Thompson VK2BDT has been kind enough to offer the use
- of his station, plus accommodation, for which I am most thankful.
- However, David lives in Goulburn and it might be better if we can
- find someone closer to home as Howard's accommodation is already
- booked and paid for...... nevertheless, thanks David.... keep the
- linear idling over... just in case.
-
- There will be no Presidential notes next week, as I will be away
- in VK6.
-
- As promised last week, I will now read an edited version, the first
- of four segments written by David Rankin 9VIRH/VK3QV and provided to
- us by John Aarsse VK4QA (pronounced AR-SAY). David prepared this
- information so....and I quote "that as many amateurs in Australia
- as possible learn of what has happened in Singapore." (at the IARU
- Conference)
-
- "Good morning or good evening from Singapore.
-
- Here is something for the numerologists... at 9 o'clock on the
- 9th day of the 9th month the closing meeting of the 9th IARU Region
- 3 Conference commenced in a country whose prefix starts with the
- number 9. Any translations of any possible significance, please let
- me know at my home QTH.
-
- Some 95 people attended, representing 20 National Organisations,
- including 3 proxies, Plus the Region 3 Directors, the President,
- the Vice President and the Secretary from IARU Headquarters,
- representatives from Regions 1 and 2, the ITU, The Asia Pacific
- Telecommunity and a sole observer from Vietnam.
-
- Over 107 papers were presented. Some were reports but, still, 90
- odd papers needed to be discussed in three working groups, one
- covering purely technical matters, one regulatory items and the
- third dealt with suggested methods to assist fledgling amateurs in
- areas such as Nepal, and so on.
-
- A conference like this, held in an exotic place is, for quite a few
- people, not exactly a holiday. Mr. Selvadurai, 9V1UV, from the
- Singapore Amateur Radio Transmitting Society was kept busy as
- Conference Chairman, the office staff worked round the clock and some
- privileged delegates and observers were kept busy on the Thursday
- morning while others were able to take the time off to do some
- shopping.
-
- For some reason or another, I was one of the privileged observers
- assisting the Chairman of working group A, Terry Carrell, ZL3QL. We
- managed to file our report for printing with two minutes to spare!
-
- Mr. Masayoshi Fujioka, JM1UXU, resigned as Secretary of IARU Region
- 3. In a private ceremony, Masa-san accepted with great joy a copy
- of the script of that broadcast. In the coming few weeks I will
- touch on a number of important decisions that have been made for
- Region 3, decisions that will affect the Amateur Radio Service in
- this region, including you, the listener.
-
- Now a list of the newly elected directors of Region 3, in fact, they
- are also YOUR directors as they will represent YOU at the super top
- level. However, without input from you, through your Clubs or direct
- to your respective State Councils, they wouldn't know what is of
- specific concern to you.
-
- Here are the new directors:
-
- Mr. Fred Johnson, ZL2AMJ, who was also elected by the new Board as Chairman.
- Mr. Sangat Singh, 9M2SS, re-elected
- Mr. David Rankin, 9V1RH/VK3QV, re-elected.
- and the new directors:
- Mr. Joshiji Sekido, JJ1OEY
- Mr. Park Young-Soon, HL1IFM
-
- Unfortunately, David Wardlaw, VK3ADW, was just pipped at the post,
- while Mr. Keigo Komuro, JA1KAB, did not stand for re-election.
-
- At the same time, a choice was made between 2 contenders to host the
- next Conference. Beijing was chosen as the venue for the 10th IARU
- Region 3 Conference, which will be tentatively commence on Monday,
- the 9th of September 1997.
-
- The conference finished with a dinner, hosted by IARU HQ and ARRL.
-
- 73 David 9VIRH/VK3QV
-
- Well that was Part 1 of four parts. Although I will not be here next
- week I will make a recording of Part 2
-
- See you then.

-
- Not exactly, Jeff. A "well-built" station can refer to equipment
- that is well-constructed, but I tend to think it means something
- more; a well-put-together station. A station with adequate
- lighting, adequate room, safely connected equipment. More than
- just a transmitter and receiver.
-
- Anyway, even when you buy equipment, it isn't the manufacturer that
- is held responsible for the proper operation of the station; it is
- the station licensee. In other words, the ham is always the
- the one to insure the station and equipment therein, is
- "well-built".
